Samarkand resolution: youth participation is important in decision-making

Tashkent, Uzbekistan (UzDaily.com) -- The adoption of the Samarkand resolution "Youth 2020: Global Solidarity, Sustainable Development and Human Rights" was the result of the Samarkand Web Forum on Human Rightsб held on 12-13 August.

The document, in particular, emphasizes that the rights of youth are rights that everyone should enjoy, but some are deprived of these rights due to their young age. This affects young people, sometimes openly, through legal age restrictions, but more importantly and imperceptibly, through negative attitudes, beliefs, prejudices and stereotypes towards young people, thereby depriving them of the opportunity to exercise their legal rights. Given these barriers, there is a need for specific protection to combat discrimination against youth, especially girls and women.

The resolution calls on States to develop and implement strategies that empower young people around the world to participate fully, effectively and meaningfully in society.

The document underlines the important role that youth can play in promoting peace and security, sustainable development, human rights, and the importance of active, meaningful and inclusive youth participation in decision-making.

Participants of the Samarkand Forum on Human Rights also note in the final Resolution adopted by them that they welcome the proposal of the Republic of Uzbekistan to adopt an International Convention on the Rights of Youth to meet the needs of youth.

The Samarkand Resolution also contains a number of recommendations at the international level, including: to work together to address the specific problems faced by young people by articulating and promoting their rights under the International Convention on the Rights of Youth.

Also, the final document of the Samarkand Forum contains a number of calls to states, including:

- recognize that youth participation and representation in institutional political processes and policy development is low compared to other age groups and that youth are disproportionately represented in political institutions such as parliaments, political parties and public administrations;

- ensure youth access to reliable, safe and youth-friendly information and communication technologies to bridge the digital divide, and promote cooperation in the development of innovative and sustainable solutions in science, technology and public policy;

- to take into account the initiative of the Republic of Uzbekistan on the adoption by the UN General Assembly of a new Convention on the Rights of Youth.

The adoption of the Samarkand resolution "Youth 2020: Global Solidarity, Sustainable Development and Human Rights" is a document that comprehensively substantiates the need for wider involvement of young people in all development processes of modern states.
