Russian Information Modeling Standard to Be Adopted in Uzbekistan’s Construction Sector

Tashkent, Uzbekistan (UzDaily.com) — Rosstandart and the Uzbek Agency for Technical Regulation have begun work to incorporate the Russian standard GOST R 10.00.00.01-2025, “Information Modeling Technologies in Construction. Basic Terms and Definitions,” into Uzbekistan’s regulatory framework.

The document, developed under the guidance of the Russian Ministry of Construction and DOM.RF with participation from leading industry organizations within Technical Committee for Standardization No. 505, establishes uniform terms and definitions for information models of capital construction projects. Its adoption in Uzbekistan is expected to create a harmonized terminological base for specialists in both countries, accelerate digital transformation in construction, and reduce technical barriers in joint projects.

Deputy Minister of Construction and Housing and Utilities of Russia Konstantin Mikhaylik noted that the federal project “New Construction Rhythm,” part of the national project “Infrastructure for Life,” aims to shorten the investment and construction cycle and improve resource and energy efficiency of capital projects. “International cooperation plays a key role in achieving these goals. Recognition of the Russian standard in Uzbekistan will be an important step in strengthening bilateral interaction, simplifying construction cooperation, and opening new opportunities for joint infrastructure initiatives,” he said.

DOM.RF Managing Director for IT and Digital Transformation Nikolay Kozak added that implementing the GOST will provide a foundation for harmonizing the regulatory framework for information modeling technologies in Uzbekistan. “We are ready to share our experience and support Uzbek colleagues at all stages of standard adoption, including the use of digital twins and a wide range of IT solutions for construction. In Russia, digital platforms and AI technologies in development are actively advancing, and the sector uses a unified monitoring system for shared construction projects involving more than 5,000 companies,” he explained.

Russian standards have already been applied in Uzbekistan in the field of “green” construction, including GOST R 70346-2022 and GOST R 71392-2024, developed with DOM.RF’s participation. The new agreement reflects both countries’ intent to deepen integration in technical regulation.

The parties agreed to hold expert meetings in 2025 to present the standard to Uzbek specialists and discuss next steps in cooperation on standardization and digitalization in construction.

Rosstandart Director Anton Shalaev emphasized that harmonization and mutual recognition of standards is particularly important amid growing industrial cooperation between Russia and Uzbekistan. “Creating a unified regulatory framework in construction helps unify markets, expands opportunities for businesses and professionals, and enables joint projects to speak a common professional language, increasing transparency, efficiency, and speeding up implementation,” he said.

DOM.RF continues developing applied documents within the Unified Information Modeling System. At the latest TC 505 meeting, projects for national standards setting requirements for digital information models of schools and clinics were submitted to Rosstandart.
