Russia to introduce digital registration for visa-free foreign nationals from late June
Tashkent, Uzbekistan (UzDaily.com) — Starting from 30 June 2025, Russia will implement mandatory preliminary digital registration for foreign nationals entering the country under the visa-free regime. Citizens of Uzbekistan will also be required to complete this digital registration.
The new measure involves obtaining a special QR code through the “Gosuslugi RuID” application, which must be presented when crossing the border.
According to the new regulations, foreigners are required to submit an application via the mobile app no later than 72 hours before entering Russia. To do this, they must create a personal account, upload a photo, provide passport and personal information, and specify the intended dates of stay in the country.
Exceptions are made for emergency cases—such as illness or the death of a close relative. In such situations, the application can be submitted at least four hours before arrival.
Citizens of Belarus, children under the age of six, as well as foreigners entering with a visa, residence permit, or temporary residence permit in Russia, are exempt from digital registration. For minors aged six to eighteen, applications must be submitted by parents or legal guardians, provided they themselves already hold a valid entry permit to Russia.
The digital code will be part of the Russian authorities’ efforts to modernize border control and enhance security, while also enabling advance registration of incoming individuals in an automated system.
