Rules for accreditation of foreign employees of NGOs set
The document sets order of accreditation of employees of NGOs, including religious organizations, representative offices and branches of international and foreign NGOs, who are foreign citizens, and their families.
According to regulation, Ministry of Justice of Uzbekistan provides accreditation to foreign employees of NGOs and members of their families for up to 12 months. The application will be considered within a month. Ministry will adopt decision on accreditation or refusal.
The foreign citizen of NGOs will receive accreditation card, which identifies foreign citizen and allows to stay in Uzbekistan. It will allow foreign citizen to work in NGO.
Foreign citizens, who receive accreditation cards, will receive accreditation number and data about them will be included to Registrar of accredited foreign employees of NGOs and members of their families.
The duty for US$100 will be levied for accreditation. The fee will not be returned if the Ministry refuses to accredit the foreign citizen. The fee for renewal of lost or damaged accreditation will be equal to 50% of the duty.
If the Ministry of Justice refuses to issue accreditation, it notifies NGO within three days in written form. The Ministry had right not to comment adopted decision.
The document said that the foreign citizens should submit all necessary documents 45 days before the date of expiry of accreditation. The foreign citizen should notify NGO and Ministry of Justice within tree working days on loss or damage of accreditation card.
Foreign citizens, who received accreditation cards, will receive entry visas to Uzbekistan for the term of validity of their accreditation. Temporary registration of foreign citizens, who received accreditations, will be conducted in line with the legislation of Uzbekistan.
Foreign citizens of NGOs, independently from their status, should adhere to legislation of Uzbekistan and do not interfere to internal affairs of Uzbekistan, use premises and property of NGOs only to execute charter goals and tasks of the organization, as well as respect culture, traditions and customs of people, leaving in Uzbekistan.
NGOs should also ensure that their foreign employees are adhering to the laws of Uzbekistan.
After accreditation ended and labour agreement ended, foreign citizens should return accreditation cards to Ministry of Justice of Uzbekistan. Corresponding records are included to registrar after the cards are returned.
If the NGO suspend or liquidated, or foreign citizens violated legislation, foreign citizen could not stay in Uzbekistan. Foreign citizens should leave territory of Uzbekistan in terms, set by the Ministry of Justice of Uzbekistan.
