Public Review Opens for Tashkent International Financial Center Law

Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Investments, Industry, and Trade of Uzbekistan has announced the public consultation of the draft Constitutional law “On the Tashkent International Financial Center” (TIFC).

The draft legislation was prepared in accordance with Presidential Decree No. UP-48 dated March 30, 2026, “On the Establishment of the Tashkent International Financial Center,” with the participation of leading international experts and partner organizations.

The law sets out the legal framework for TIFC as a territory with a special legal regime within Uzbekistan, where English common law and equity principles will be applied.

The draft also provides for the establishment of an independent international commercial court of first instance and appellate courts, with arbitration functions carried out through the Tashkent International Arbitration Center, using internationally recognized dispute resolution mechanisms.

The document outlines TIFC’s legal status, governance structure, territorial boundaries, and special conditions for the registration and operation of financial institutions, including banks, insurance companies, Islamic and green finance organizations, digital asset firms, and fintech companies. The center will offer tax incentives through 1 January 2076.

Investors, legal professionals, financial institutions, international organizations, and business representatives are invited to review the draft and submit comments to tifc@miit.uz by 16 April 2026.
