Public control over state bodies discussed in Bukhara

Tashkent, Uzbekistan (UzDaily.com) -- A roundtable dedicated to issues on public control over activities of the state bodies was held in Bukhara on 21 August 2013.

It was organized by faction of Democratic Party of Uzbekistan “Milliy Tiklanish” at the Legislative Chamber and the Committee on democratic institutes, NGOs and citizen’s self-governing bodies.

MPs, Deputies of Bukhara regional council, representatives of the NGOs, state bodies and others participated at the roundtable.

President of Uzbekistan Islam Karimov called for greater opportunities for implementation of constitutional rights of the citizens on information and strengthen responsibility of the state bodies for adopted decisions, development of legislative acts at his concept on further deepening democratic reforms and forming civil society from 12 November 2010.

In particular, President called to adopt laws “On the openness of the activities of the state bodies” and “On public control in Uzbekistan” to ensure openness of decision making and activities of the state bodies.

The participants of the roundtable said that adoption of these laws will be important for further deepening democratic processes and building civil society in Uzbekistan. It was noted that testing the law “On the openness of the activities of the state bodies” in Bukhara and Samarkand regions is important in raising role of the civil institutes and mass media in ensuring transparency of the activities of the state bodies and adopted decisions in the country.

The experiment, carried out in line with the decision of the President of Uzbekistan, is aimed at developing proposals on ensuring efficiency of the document, which is directed at ensuring free access to information and openness of the activities of the state bodies. Currently, the experiment is conducted in these two regions of Uzbekistan.

The participants also discussed a law “On public control in Uzbekistan”. It was noted that the document will ensure participation of the citizens in activities of the civil institutes and in public control over activities of the state bodies. It also sets mechanisms of interaction of the civil society and state bodies.

During the meeting, the participants considered these two laws and a corresponding decision and recommendations were adopted.
