Procedure for Evaluating the Performance of Hokimiyat Employees Approved

Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Justice has registered the “Model Procedure for Evaluating the Performance of Employees of Local Executive Authorities Based on Key Performance Indicators (KPI)” under No. 3696 dated 28 October 2025.

The document applies to hokimiyat employees holding positions included in the State Register of Civil Service Positions. It establishes unified approaches to assessing job performance and serves as a framework for developing internal evaluation procedures in the Council of Ministers of the Republic of Karakalpakstan, as well as in the hokimiyats of regions, the city of Tashkent, and districts.

Key performance indicators must meet fundamental criteria — they should be specific, time-bound, competency-based, and measurable, while also being realistic and goal-oriented.

The development, approval, and evaluation of KPIs for hokimiyat employees will follow an established procedure using the electronic platform samaradorlik.uz, ensuring transparency and objectivity.

Employee performance will be rated on a scale: less than 70 points — “Unsatisfactory” (D), 70–85 points — “Satisfactory” (C), 85–100 points — “Good” (B), and over 100 points — “Excellent” (A).
