President Signs Resolution Expanding the “Digital Government” System

Tashkent, Uzbekistan (UzDaily.com) — The President of Uzbekistan, Shavkat Mirziyoyev, has signed the resolution “On Measures to Further Accelerate the Implementation of Digital Technologies in the Regions, Sectors, and Industries of the Republic” (No. PP–286 dated 16 September 2025), aimed at improving the quality of electronic services provided to citizens.

The document outlines the key directions for developing the “Digital Government” system for 2025–2026, including the launch of 41 priority projects, increasing the share of electronic public services to 70%, and providing over 30 types of services directly in local communities (mahallas).

Starting from November 2025, mobile network operators, commercial banks, and payment organizations will be able to provide paid electronic government services through the Unified Portal of Interactive Public Administration (EPIGU). From 1 December 2025, non-governmental non-profit organizations will gain the ability to conduct inter-agency electronic interactions via the Interagency Integration Platform of the “Digital Government” system.

Beginning from 1 January 2026, citizen applications concerning social assistance, the maintenance of family and resident records, and population services in mahallas will be handled through the “Digital Mahalla” platform. From 1 May 2026, in the provision of government services for disability certification, the issuance of directions and registration for preferential medical treatment will be conducted in an integrated electronic format.

By the end of 2026, it is planned to launch a “voice assistant” to automatically transcribe doctors’ speech during medical examinations, as well as an AI-based “digital doctor assistant” program to aid specialists in diagnosis.

From 1 November 2025, students of state higher education institutions will be able to submit requests for partial reimbursement of monthly rent through the Unified Portal.

From 1 January 2026, all government services related to the educational process in secondary specialized, vocational, and higher education institutions will be provided exclusively in electronic form via EPIGU.

Additionally, as of 1 November 2025, the requirement to reissue a vehicle registration certificate when installing a gas cylinder will be abolished — the corresponding data will now be entered in electronic form.

The decree aims to systematically implement digital technologies, simplify access to government services, and enhance their efficiency for residents across the regions of Uzbekistan.
