President Signs Law on Social Guarantees, Fines, and Tax Benefits for Vulnerable Groups

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a law introducing amendments and additions to several regulatory acts.

According to the updated provisions of the Code of Administrative Liability, if urban planning documents lack a dedicated section in a project ensuring accessibility for persons with disabilities, yet expert organizations issue a positive conclusion, a fine ranging from 50 to 70 times the Basic Estimated Value (BEV) will be imposed.

Obstructing the lawful activities of employees of the National Social Protection Agency, its territorial departments, “Inson” centers, the Social Inspection under the agency, and their subdivisions, as well as failure to comply with legal requirements, will result in fines of 3 to 5 times the BEV for individuals and 5 to 10 times the BEV for officials.

Failure by officials and employees to fulfill obligations to provide benefits and social guarantees to persons in need of social protection will incur fines from 3 to 5 times the BEV.

In addition, charitable donations in the form of direct monetary contributions to family members listed in the Unified Social Protection Registry or the Registry of Low-Income Families are exempt from income tax up to 100 times the BEV during the tax period.

The registration of public associations for persons with disabilities, veterans, women, and children is carried out with a state fee set at 50% of the established rate.

The law also grants the National Social Protection Agency the authority to process information for the provision of social services and support to citizens in need.
