President signs a law “On ecologic control”
Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 12 November 2013 and Senate approved it on 12 December 2013. The law came into force on 28 December 2013.
The law was developed by a group of MPs from Ecologic Movement of Uzbekistan at the Legislative Chamber of Oliy Majlis.
The law envisages that civil society institutes (self-governing bodies and NGOs) with other subjects can participate in ecologic control to protect environment, rational use of natural resources, develop and implement ecologic programmes, etc.
Adoption of the law will help to increase efficiency of economic control, coordination of the activities of the state bodies, civil society institutes in this sphere, as well as raise role of the civil society in ecologic control, solve important issues in protection environment and healthcare.
Ecologic control is a system on state and public measures, directed at preventing, revealing and suppressing violation of legislation in the sphere of environment and rational use of natural resources, as well as increasing efficiency of nature protection activities.
The main tasks of the ecologic control are to reveal situation, which can lead to pollution and irrational use of natural resources or create threat to life or health of citizens, definition environmental compliance of economic activities, protect rights and interests of legal entities and individuals and implementation of their responsibilities in this area.
Ecologic control is directed at informing state and other organizations, as well as citizens on changes in environment, forecasts of their conditions, use of natural resources and adopted measures, participation of self-governing bodies and NGOs, as well as citizens in implementation of the state and other ecologic programmes.
Objects of ecologic control land, its subsoil, water, flora and fauna, air, natural and man-made sources of environmental impact, as well as activity, action or inactivity, which may cause environmental pollution and unsustainable use of natural resources and also pose a threat to human life and health.
