President of Uzbekistan Signs Decree on “Regulatory Guillotine”
Tashkent, Uzbekistan (UzDaily.com) — President of the Republic of Uzbekistan Shavkat Mirziyoyev has signed a decree titled “On Eliminating Legal Gaps in Legislation and Reducing Regulatory Burden.”
The document, prepared by the Ministry of Justice, provides for the repeal of approximately 800 outdated and obsolete legal acts through a mechanism known as the “regulatory guillotine.”
The decree also approves a “roadmap” for simplifying regulation in business and other sectors.
Specifically, entrepreneurs are relieved from the obligation to record financial transactions in the “E-aktiv” system. The cost of state services for registering mortgage rights on real estate has been cut in half.
Regulations governing the duty-free import of goods for personal use have been fully revised.
Additionally, persons with disabilities are granted the right to access tax benefits using alternative documents in cases where registration of land ownership could not be completed due to circumstances beyond their control.
The decree aims to eliminate legal gaps, reduce administrative burdens on businesses, and increase the efficiency of state regulation.
