President of Uzbekistan Signs Decree on Development of Satellite Communication in Remote Regions of the Country

Tashkent, Uzbekistan (UzDaily.com) — On 21 October 2025, the President of the Republic of Uzbekistan signed the Decree "On Measures to Introduce Satellite Communication Technologies to Expand Communication Coverage in Remote Regions of the Republic."

The document defines priority areas for the development of satellite communications, including the implementation of Medium and Low Earth Orbit (MEO and LEO) satellite communication systems and the creation of a regulatory framework for their use.

According to the decree, special attention is paid to the provision of telecommunication services in remote and hard-to-reach areas where terrestrial networks currently do not provide stable coverage. The introduction of satellite systems and the provision of satellite internet are recognized as licensed types of activity in the field of telecommunications within the country.

Starting from 1 January 2026, satellite communication operators will receive tax and customs benefits for a period of five years. Specifically, equipment, software, spare parts, and components used to establish MEO and LEO networks will be exempt from customs duties.

Furthermore, companies providing services via satellite networks will be exempt from paying Value Added Tax (VAT) and Profit Tax on the services rendered.
