President of Uzbekistan Ratifies International Agreement on Railway Construction with Afghanistan and Pakistan
Tashkent, Uzbekistan (UzDaily.com) — President of the Republic of Uzbekistan Shavkat Mirziyoyev has signed a decree approving an international agreement that formalizes cooperation with neighboring countries in the transport sector.
The document ratifies an intergovernmental framework agreement between the Ministry of Transport of Uzbekistan, the Ministry of Public Works of Afghanistan, and the Ministry of Railways of Pakistan on the joint development of a feasibility study for the construction of a new railway line from Naibabad to Harlachi. The agreement was signed on 17 July 2025 in Kabul.
According to the decree, the Ministry of Transport of Uzbekistan is designated as the competent authority responsible for implementing the provisions of the international agreement. The Ministry of Foreign Affairs has been tasked with notifying the Afghan and Pakistani sides upon completion of all domestic procedures required for the agreement to enter into force, as well as formally communicating the appointment of the competent authority.
The Cabinet of Ministers and heads of relevant ministries and agencies are instructed to ensure compliance with the agreement’s provisions after its official enactment, guaranteeing the effective implementation of all agreed-upon measures.
