President of Uzbekistan Orders Creation of Proactive Emergency Prevention System
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev reviewed a presentation dedicated to improving the system for emergency prevention and response.
Citizen safety in Uzbekistan has traditionally been regarded as a top priority. However, the emergence of new risks and challenges necessitates further strengthening and modernization of the agencies responsible for responding to emergencies.
Although more than 30 legislative acts exist in this field, the country still lacks a unified, comprehensive program for emergency protection. The Law “On Fire Safety,” adopted 16 years ago, also requires significant updating to reflect current realities.
In this context, the President tasked the government with creating a proactive system capable of assessing risks in advance, preventing threats, and responding with maximum speed and efficiency.
During the presentation, results of an analysis of the current state of the sector were presented, existing problems were identified, and practical measures for their resolution were proposed.
It was noted that preventive work today is concentrated primarily within state structures, while over 70 percent of emergencies occur in residential areas due to faulty or outdated gas and electrical equipment and the failure to observe basic safety rules.
The President emphasized the importance of organizing preventive work at the mahalla (neighborhood) level to cover every street and household with emergency prevention initiatives and to cultivate a culture of safety among the population.
Special attention was given to the adoption of digital technologies and modern technical equipment. It was noted that this process is developing too slowly and does not meet current requirements.
The Head of State instructed the creation of a modern digital infrastructure, the full digitization of all processes—from receiving an emergency signal to its resolution—and the implementation of new mechanisms for rapid response.
To increase operational efficiency and speed, he ordered the expansion of the fleet of modern machinery and equipment, as well as the establishment of their domestic production, taking into account new materials and technologies across various sectors of the economy.
The President also instructed the establishment of a continuous system for training and retraining personnel, enabling timely identification and prevention of new types of technological threats.
Additionally, dual training programs and a professional development center for rescuers will be organized, along with the expansion of educational programs and research at the Academy of the Ministry of Emergency Situations.
