President of Uzbekistan Extends Subsidies and Tax Benefits for Livestock Farmers
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev signed a decree titled “On Additional Measures to Ensure Stable Food Supply for the Population” (PP–322 on 31 October 2025).
The document is aimed at enhancing the resilience of the country’s food supply and supporting domestic producers in the livestock sector.
According to the decree, the procedure for providing subsidies to livestock farms for the import of pedigree cattle, sheep, and goats from abroad is extended until December 31, 2030.
Starting from 1 January 2026, subsidies for the import of pedigree day-old chicks will be granted exclusively when purchased from domestic meat producers.
In addition, for the period from 1 January 2026 to 31 December 2027, tax incentives will be applied to imports of live cattle (HS code 0102) and live sheep and goats (HS code 0104). This includes the option to defer VAT payments for up to 180 days, while reimbursement of paid VAT will be carried out in accordance with established legal procedures.
From 1 January 2026, additional measures will also be introduced to simplify procedures and create favorable conditions for entrepreneurs. The review period for veterinary permits and certificates will be halved.
Livestock producers will also have the option to pay for the lease of land plots for growing fodder crops in installments over five years. Payments will be made in equal portions, and leases will be formalized through electronic online auctions.
