President of Uzbekistan Approves Strategic Planning System

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a decree establishing a strategic planning and development system, effective from 1 November 2025.

The new framework covers the entire cycle of working with strategic documents — from their development and implementation to monitoring and evaluation of results.

The hierarchy of strategic documents is defined as follows: first-level documents are issued as concepts, second-level documents as strategies, and third-level documents take the form of programs, roadmaps, or action plans.

First-level documents are developed for periods exceeding seven years and are typically approved by law. Second-level documents are planned for four to seven years and are approved by presidential decrees. Third-level documents are prepared for one to three years and are approved either by presidential decrees or resolutions of the Cabinet of Ministers.

As part of the decree, key structures are being created and reorganized. The Coordination Council for the Organization of Analytical and Research Structures under the President has been renamed the Coordination Council for Strategic Planning and Development.

The Agency for Strategic Reforms under the President is transformed into the Agency for Strategic Development and Reforms, while the Agency’s support fund retains its functions, adapted to the new format.

The Coordination Council will serve as an interdepartmental collegial body responsible for coordinating the work of ministries, agencies, and local executive bodies in the field of strategic planning.

The council reviews first- and second-level strategic document drafts in terms of feasibility, and approved projects are submitted to the President for final approval. The new system is designed to enhance the effectiveness of strategic initiatives and ensure systematic development of key sectors and regions of the country.
