President of Uzbekistan Approves Measures to Modernize Management of Apartment Buildings
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a resolution “On Additional Measures to Improve the System of Apartment Building Management.”
The document aims to enhance service quality, ensure financial transparency, and strengthen state oversight in the operation and management of residential housing.
According to the resolution, special attention is given to increasing energy efficiency in 1,032 apartment buildings connected to centralized heating networks, as well as reducing accounts receivable by at least 80 percent through the transfer of mandatory payments and rental income from common property into a fully transparent system.
Simultaneously, a phased modernization of 10,000 buildings in unsatisfactory condition is planned, using funds from the state budget and resources from international financial institutions. The resolution also mandates the full digitalization of all processes involved in apartment building management.
Funding for repair and reconstruction works over 2026–2030 is expected to total US$200 million, provided by international financial institutions. Additionally, in 2026–2027, 1 trillion soums will be allocated from the national budget for construction, renovation of buildings, and the development of surrounding infrastructure.
For buildings constructed before 1991, electronic building passports will be developed in 2026, creating a foundation for further transparent and effective management of residential housing.
The resolution introduces a unified digital platform, “My Home,” to manage all processes related to apartment buildings. From 1 July 2026, in Tashkent, and nationwide from 2027, the system will facilitate general meetings of property owners, elections of management bodies, reporting, and residents’ submissions. Each building will have a separate bank account; mandatory payments will be accepted exclusively via bank cards and electronic payment systems, while all income from renting common property will be transferred directly to the owners’ accounts.
The document also establishes new standards for control and safety. New buildings must be equipped with video surveillance and intercom systems. Management officials who detect unauthorized construction or illegal renovations will receive 25 percent of the imposed administrative fines as a reward. Oversight of management bodies is being strengthened, and residents’ feedback will be incorporated through the “My Home” platform, ensuring transparency and accountability throughout the housing management system.
Overall, the resolution establishes a comprehensive modernization framework for the housing sector, combining technological innovation, digitalization, and strict oversight, aimed at improving service quality, building conditions, and financial transparency across apartment buildings nationwide.
