President instructs to speed up development of system for rendering public services
Tashkent, Uzbekistan (UzDaily.com) -- On 11 April 2018, President of Uzbekistan Shavkat Mirziyoyev signed a resolution "On additional measures for accelerated development of the system for rendering public services."

The head of Uzbekistan instructed to speed up development of the system for rendering public services.

The document criticized several agencies, ministries and departments for their work in the sphere of rendering services to public. It also noted existing problems in introduction of basic information systems in a number of organizations and the low level of their interdepartmental integration.

The resolution said that licensing process is complicated and over regulated. The presence of unnecessary requirements and obstacles in the process of obtaining public services leads to a lack of transparency, different law enforcement practices and, as a result, frequent abuses and other violations, the document added.

Shavkat Mirziyoyev instructed ministries, departments and other authorized bodies, rendering public services, to accelerate introduction of information and communication technologies, taking into account the unification and automation of rendering of public service.

The head of Uzbekistan instructed to re-engineer business processes for all public services included in a single register of public services, ensuring "significant optimization of forms, cardinal reduction of procedures" in providing public services and the timing of their provision.

At present, 201 types of services are rendered in 201 public services centers across the country. A total of 444 public services are included in the single register. At a recent meeting, the president instructed to accelerate introduction of new types of services.

From 1 June, in a number of public services centers, from 70 to 100 most popular types of public services will be provided in an experimental order. For these services, temporary administrative regulations will be adopted.

The list of public services, introduced in the experimental order, will be formed on the basis of the most urgent needs of the population.

Public services, implemented in the experimental order, will be provided exclusively through the centers of public services. The document said that authorized bodies cannot accept applications for provision of these public services directly from the applicants.

Based on the results of the pilot public services, by 1 June 2019, proposals should be prepared for introduction of these public services throughout the country.

The centers of public services are entrusted to move to buildings in the central part of districts and cities with a convenient transportation interchange. New buildings for public services centers will be built only from extrabudgetary sources on the basis of primarily public-private partnership.

From 1 January 2019, with interagency electronic interaction within the framework of electronic public services, the use of a personal identification number of a natural person (PINFL), taxpayer identification number and cadastral number of real estate objects will be a prerequisite.

In a three-month period, information on personal data of citizens, address information of individuals, linked to PINFL and cadastral number of real estate objects, for integration with the "Electronic Government" system should be updated.

The Ministry of Finance and the Central Bank, together with the Ministry for Development of Information Technologies and Communications and the Ministry of Justice, were instructed till 1 January 2019 to ensure introduction of a mechanism for online payment of duties, fees and other payments for providing government services in electronic form.

Until 1 December 2018, a specialized mobile application must be launched to provide the most demanded electronic public services.

The Information and Analytical Multimedia Center is being established under the Ministry of Justice, which will improve legal knowledge of the population, introduce innovations to simplify administrative procedures, provide advice on procedure for obtaining public services, etc.
