President Approves New Initiatives to Reform the Judicial System

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev reviewed a presentation on further improvements to the judicial system and the provision of fair justice.

It was noted that in recent years large-scale reforms have been implemented in this area: courts have moved away from serving merely as punitive bodies and have transformed into institutions for the protection of citizens’ rights. Administrative courts have been established, measures have been taken to prevent domestic violence, a corps of family court judges has been formed, and a dedicated judicial panel for investment disputes has been created. These changes are already felt in people’s daily lives and have earned high recognition from international experts.

At the same time, several tasks remain, including enhancing the openness and accessibility of justice, developing digital solutions, and training qualified personnel. The presentation considered specific plans and mechanisms for their implementation.

A key component is the “Digital Court” concept, developed on the basis of international experience. It aims to combat corruption and ensure equal and convenient access to justice for citizens and entrepreneurs, free from excessive bureaucracy.

Analysis showed that a significant share of cases reviewed by civil and economic courts fall into the category of undisputed claims. It is therefore proposed to transfer their consideration to administrative bodies, which will accelerate the resolution of many issues. The reforms also envisage the introduction of an extraterritorial principle in the review of administrative and economic cases, made possible through modern digital technologies.

To strengthen principles of justice and increase public trust in the judiciary, ensuring the stability of judicial positions will be a key step. In this regard, terms of judicial appointments are planned to be revised. It is also proposed to create regional revision courts and abolish revision instances at provincial and equivalent courts. Thus, only appellate and cassation instances will operate in these courts, while revision functions will be concentrated in five regional centers.

Special attention is devoted to training professional staff for the judicial system. A concept was presented for reforming the Higher School of Judges and transforming it into an Academy of Justice, which will raise the quality of specialist training to a new level.

The Head of State supported the proposed initiatives, signed the relevant decrees, and instructed to ensure their consistent and effective implementation.
