President approves measures to improve activities of farmers, dekhkan farms and landowners
The document was adopted in order to increase the efficiency of activities of farmers, dekhkan farms and homestead landholders, ensuring active participation and expanding the powers of the Council of Farmers, Dehkan Farms and the owners of homestead lands of Uzbekistan in this area.
The resolution said that the Chairman of the Council of Ministers of the Republic of Karakalpakstan, khokims of regions and districts, the Minister of Agriculture and heads of the Council of Farmers, Dehkan Farms and Owners of Household Land of Uzbekistan failed to organize activities of the centers for comprehensive servicing of farmer, dehkan farms and landowners at district councils of farmer, dehkan farms and owners of homestead land.
Starting from 1 July 2018, the membership of all farming and dehkan farms in the Council is compulsory, and for the owners of homestead lands - voluntary, the document said.
The resolution said that the termination of membership of farm and dehkan farms in the Council in accordance with the decision of the presidium of the district councils of farmer, dehkan farms and landowners is the basis for termination of the right of possession, permanent or temporary use of the land plot or its lease.
Councils of farmers, dekhkan farms and landowners carry out monitoring and public control over the fulfillment of contractual obligations in agriculture.
Uzbek President approved the proposals of the Council, the Ministry of Finance and the Ministry of Agriculture of the Republic of Uzbekistan on establishment of membership fees to the Council:
for farms specializing in the production of raw cotton and grain crops, in the amount of 0.8 per cent of the purchase price of raw cotton and grain; for other farms in the amount of 0.5 percent of cash received from sales of their products; for dehkan farms and owners of household land in the amount, indicated in the agreement on membership in the Council.
The President approved the proposal to establish a Fund to support farmers, dekhkan farms and landowners under the Council of Farmers, Dehkan Farms and Owners of Household Land in Uzbekistan with the status of a legal entity.
The Fund will provide loans to Tomorkahizmati, other production, processing, procurement, supply, trade organizations in the agricultural production and leasing organizations to strengthen the material and technical base, purchase of agricultural machinery and transport, purchase materials and components for the installation of greenhouses of farmer, dehkan farms and landowners.
The head of Uzbekistan released the Fund from all types of taxes and mandatory payments to state trust funds.
Tomorkakhizmati for a period of 3 years from the date of state registration is exempted from payment of all types of taxes and mandatory payments to state trust funds in the framework of their core business in accordance with this resolution.
Also, till 1 January 2021, equipment for installation of greenhouses of light construction, agricultural machinery and agricultural vehicles, not manufactured in the Republic of Uzbekistan and imported into its territory by lists approved in accordance with the established procedure, are exempted from customs payments (except for customs clearance fees) .
Individuals, who own homestead land working on the basis of a homemaking contract concluded with Tomorkokhizmati or farms are exempted from paying income tax for individuals and mandatory payments to the off-budget Pension Fund under the Ministry of Finance of the Republic of Uzbekistan as part of their home-based activities.
