President Approves Measures to Enhance Transparency and Efficiency of the Constitutional Court

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a decree on measures to further improve the activities of the Constitutional Court of the Republic of Uzbekistan.

The document is aimed at enhancing the quality of the Court’s work, expanding public access to constitutional justice, and strengthening the transparency and efficiency of judicial proceedings.

Under the decree, procedures for appeals by individuals and legal entities to the Constitutional Court are being simplified, with unnecessary bureaucratic barriers eliminated.

The measures also provide for the further development of the constitutional complaint mechanism and the strengthening of judicial protection, as well as ensuring effective constitutional oversight of the activities of state bodies.

In 2026–2027, a program to digitalize the Court’s operations is planned, including the introduction of the E-KSUD information system. This system will enable the submission of electronic appeals, participation in hearings via videoconferencing, and online observation of proceedings.

In addition, the decree предусматривает the organization of real-time broadcasts of court hearings, audio recording, and the creation of electronic transcripts.

To improve convenience for citizens and entrepreneurs, access to necessary information will be provided in electronic form through integration with the information systems of state bodies, without imposing additional administrative burdens.

The implementation of the decree is intended to strengthen the supremacy of the Constitution, ensure reliable protection of human rights and freedoms, and introduce modern, transparent, and citizen-oriented mechanisms into the judicial system.
