Poytaxt Parking recognized as possessing dominant bargaining power in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — The Committee for Competition Development has recognized Streetpark Systems LLC (Poytaxt Parking) as possessing dominant bargaining power in the provision of paid parking spaces on public roads. The corresponding decision came into effect on 22 December 2025, according to the agency’s statement.

Dominant bargaining power is granted to companies that are able to determine the terms of interaction with consumers and partners due to their market position. The Committee reminded that, according to Article 18 of the Law “On Competition,” such entities are prohibited from engaging in actions that restrict competition or infringe upon the rights of consumers and other market participants.

Prohibited practices include creating artificial shortages to raise prices, imposing conditions unrelated to the contract, discriminatory requirements toward counterparties, unjustified refusal to conclude contracts, blocking market entry for other companies, charging for services that should be provided for free or under state regulation, and coercing the purchase of additional goods or refusal to cooperate with competitors.

It is also forbidden to charge fees above state-regulated tariffs, violate pricing procedures, restrict the turnover of competitors’ goods, or take any other actions leading to violations of antitrust legislation.

The Committee emphasized that the decision aims to ensure transparency and fair conditions in the parking services market, as well as to protect the interests of motorists and businesses. Monitoring of Streetpark Systems’ activities will be strengthened to prevent violations and ensure compliance with legal norms.
