Tashkent, Uzbekistan (UzDaily.com) –– The President’s resolution “On measures to implement in 2020 the tasks identified in the Strategy for the Development of Agriculture of the Republic of Uzbekistan for 2020-2030” was adopted.

The resolution approved the Program of measures to implement in 2020 the tasks identified in the Strategy for the Development of Agriculture of the Republic of Uzbekistan for 2020–2030.

According to this, starting from 1 October 2020, in order to ensure uninterrupted supply of grain products to the population and prevent sharp price fluctuations, the system of intervention procurement is gradually being introduced.

It envisages:

- starting from the harvest of 2021, a phased decrease in the volume of state orders for cereals, including the introduction of market mechanisms to ensure free competition in the purchase and sale of cereal grains;

- development of a mechanism for the transition from a state order system to the use of a state reserve to ensure food security.

Starting from 1 March 2020, in the areas not involved in the production of raw cotton and cereal grains, a system of phased specialization of districts is being introduced based on their soil and climatic conditions and market conditions.

- Starting from 1 April 2020, as an experiment in Kibray and Tashkent districts of Tashkent region, Ferghana and Altyaryk districts of Ferghana region, as well as Kitab and Nishan regions of Kashkadarya region:

- A mechanism is being introduced to allocate land to individuals and legal entities for agricultural purposes through a transparent and open tender;

- Individuals and legal entities are given the right to post information about land plots through a special geoportal with the subsequent provision of the right to initiate their placement at a tender;

- A mechanism is being introduced to assess the market value of the right to use agricultural land and their use in taxation.

In accordance with the decree, the powers and activities of the Ministry of Agriculture and its constituent entities will be reviewed based on the criteria for a functional assessment.

Until 1 May 2020, measures will be taken to improve the structure of public administration in the industry with the involvement of leading foreign consulting companies.

Starting from 1 March 2020, financing of expenses for the maintenance of buildings and structures, as well as the remuneration of employees of scientific, research and experimental research institutions that are part of the agro-industrial complex, is transferred to the conditions of basic financing from the State budget.

The resolution approved the List of research institutions that are part of the agro-industrial complex and transferred in 2020–2021 to basic funding from the State budget.
