Parliamentary inquiry: chambers decide whether to conduct or not

Tashkent, Uzbekistan (UzDaily.com) - At the next plenary meeting of the Legislative Chamber of the Oliy Majlis, a draft law “On Amending Certain Legislative Acts of the Republic of Uzbekistan”, developed by deputies in accordance with the right of legislative initiative, was considered in the second reading. The document is important in that it is aimed at improving the control function of the parliament.

Based on the current Law on Parliamentary Control, a parliamentary investigation can be carried out by a joint decision of the chambers of the Oliy Majlis in order to study specific facts or events encroaching on the most important interests of society and the state, which can have a negative impact on the foundations of security and sustainable development of the country. But in the current legal procedure for conducting a parliamentary investigation, there are a number of shortcomings.

To eliminate them, amendments to the Laws “On the Rules of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan”, “On the Rules of the Senate of the Oliy Majlis of the Republic of Uzbekistan”, “On Parliamentary Control” are envisaged.

It was noted that the document of the chamber of the Oliy Majlis will be empowered to independently form a commission and conduct parliamentary investigations. At the same time, the Legislative Chamber and the Senate reserve the right to conduct joint parliamentary investigations.

According to the deputies, the adoption of the draft law will clarify the implementation of one of the forms of parliamentary control - parliamentary investigation. It also provides an opportunity for each of the chambers of the Oliy Majlis to independently decide on the need for a parliamentary investigation, will ensure the speed in using this tool to ensure an adequate response to facts and events affecting the most important interests of society and the state.

The draft law was adopted in the second reading.
