Tashkent, Uzbekistan (UzDaily.com) - In connection with the coronavirus pandemic (COVID-19), plenary meetings of the Legislative Chamber of the Oliy Majlis are held in the form of video-conference calls on the Interim Rules approved by the decree of the lower house of parliament from April 16, 2020.
The current situation requires compensation to the Interim Regulation to increase the efficiency of the Legislative Chamber during quarantine.
At the next plenary meeting of the lower house of parliament, this issue was put on the agenda.
According to the deputies, in article 3 of the Interim Rules it is determined that at meetings in the format of video-conference calls the adoption of the Constitution of the Republic of Uzbekistan, constitutional laws, as well as regulation and additions to them are not allowed. But, the implementation of the State program and other circumstances today require the introduction of appropriate amendment to the Constitutional laws of the country.
Based on this, it is proposed to amend article 3 of the Interim Rules for holding meetings of the Legislative Chamber of the Oliy Majlis in the format of video-conference communication. In accordance with them, during the quarantine period, at meetings of the lower house of parliament in the format of video-conference calls, it will be possible to adopt constitutional laws, as well as make measurements and additions to them.
