Tashkent, Uzbekistan (UzDaily.com) - The Government resolution approved administrative regulations for the provision of state services for licensing the activities of a customs warehouse, a free warehouse and a duty-free shop.
In accordance with these administrative regulations, for the use of these state services, legal entities apply only through the Central State Administration or the Unified portal of interactive state services.
In particular, a license to operate a customs warehouse is issued in accordance with the relevant requirements and conditions of the applicant owning the warehouse territory, without limiting its validity period.
The customs warehouses established by the customs authorities are open customs warehouses and do not require a license. The procedure for establishing such a customs warehouse and storing goods in it is determined by the State Customs Committee.
It is not allowed to store goods on a commercial basis using warehouses unsecured by a license (with the exception of cases specified in the legislation).
Transfer of rights under license to other persons is prohibited.
The licensee specifically allocates and designates a storage bin.
In accordance with the procedure for providing state services for licensing the activities of the customs warehouse, a questionnaire is filled out and relevant documents are submitted.
The licensing authority (territorial departments of the State Customs Committee, Specialized Customs Complex “Tashkent-AERO”) submits documents for consideration by the expert commission.
An expert commission, within a period not exceeding 15 days, considers the submitted documents directly with the departure to the place of organization of the customs warehouse and prepares an opinion.
Accordingly, the licensing authority decides whether or not to issue a license.
For the issuance of a license, a state duty is levied in accordance with paragraph 22 of the “Sizes of state duty rates”.
For the provision of public services, a fee of 50 percent of basic estimated value is charged (111 thousand 500 soums), for circulation through EPIGU 90 percent of this amount (100 thousand 350 soums).
