Tashkent, Uzbekistan (UzDaily.com) -- As part of another issue included in the agenda of the plenary meeting, the Ombudsman Ulugbek Muhammadiev presented a report on the activities of the Human Rights Commissioner of the Oliy Majlis of the Republic of Uzbekistan in 2019.
It was noted that the Commissioner and his regional representatives carried out work in 8 main areas. In particular, important measures have been taken to improve national legislation on human rights, monitor its compliance, consider citizens’ appeals, increase legal awareness and awareness of the population and representatives of state bodies.
In addition, some work has been done in the field of international cooperation on the protection of human rights and freedoms, the prevention of torture and other cruel, inhuman or degrading treatment or punishment through regular visits to places of detention.
During monitoring, over 3,000 meetings were held with detainees, and individual conversations were held with 248 individuals.
During the plenary session, the report of the Ombudsman was also considered from a critical analytical point of view. So, although the Ombudsman sent 773 requests to the regional khokimiyats, there were no timely answers to 180 requests. For 134 requests, no response was received from ministries and departments of the republic.
It was said that it was necessary to inform the chambers of parliament in the prescribed manner about the adoption of appropriate measures in relation to ministries and departments that are irresponsible in relation to these issues.
At the same time, it was noted that 138 complaints had been received about the adoption by law enforcement bodies of illegal measures of influence against suspected of committing a crime and convicted persons. The need was noted for conducting systematic work aimed not only at combating the consequences of such negative phenomena, but also at eliminating the causes and the conditions conducive to them.
The Ombudsman was entrusted with the effective use of the authority to appeal to the committees of the chambers of the Oliy Majlis with a proposal to consider the issue of hearing information from representatives of state authorities and government on the results of identifying the causes and conditions that contribute to the violation of human rights, freedoms and legitimate interests, as well as to participate in the activities of the chambers of the Oliy Majlis the implementation of parliamentary control and the submission of materials on the issues under consideration.
Another feature. The importance of timely interaction of the Ombudsman and his regional representatives with the relevant state bodies and state authorities on the ground in preventing cases of illegal seizure of citizens’ land plots for state and public needs, and untimely provision with other housing was noted.
Thus, a number of proposals were made on further improving the activities of the Ombudsman, protecting and supporting human rights and freedoms.
On the issue of the activities of the Human Rights Commissioner of the Oliy Majlis of the Republic of Uzbekistan (Ombudsman) in 2019, a corresponding resolution of the Senate was adopted.
