Now inspection will be possible without stopping cars

Tashkent, Uzbekistan (UzDaily.com) –– The Ministry of Internal Affairs of Uzbekistan plans to introduce a simplified inspection inspection scheme without the need to stop cars in the process of traffic.

According to the Regulation on the procedure for mandatory technical inspection of vehicles, approved by Cabinet of Ministers from 31 January 2003 No. 54, a technical inspection ticket is issued to a vehicle that has undergone a technical inspection, on which an authorized person of the State Traffic Safety Inspectorate makes an appropriate record (“SOZ” or "NOSOZ").

A valid inspection pass (approved by the Cabinet of Ministers dated 02.03.2017 No. 116) is made in paper form and does not have a high degree of protection against counterfeiting. Entries in the coupon are made and certified by the signature and special stamp of the official of the traffic police unit.

Currently, there is no electronic database of issued coupons; therefore, it is not possible to verify the authenticity of the coupon.

Now, instead of coupons, it is planned to issue certificates.

Advantages of implementing certificates of conformity of the technical condition of vehicles with technical regulations for vehicle safety:

Certificates issued in exchange for coupons will be made of durable and flexible materials (size A7) that have several levels of protection against fakes, contain information for quick recognition using special reading tools (programs), and have a special electronic tag (NFC Smart Chip) allowing contactless data exchange between devices.

The proposed technology for the production of certificates:

excludes manual execution of its issuance by the employee of the State Road Safety Inspectorate (entering information and activating the electronic certificate label is performed by a special device using innovative technology);

allow to apply a simplified control scheme of vehicles for their technical inspection without the need to stop them in the process of traffic.

Special readers are installed above the carriageway (poles, viaducts, existing structures for mounting CCTV cameras, etc.).

The devices will ensure that vehicles that have not undergone technical inspection are detected in the stream, and it also detects fake and expired certificates.

Certificate implementation:

eliminates the shortcomings of the inspection pass (facts of falsification, delay);

introduces advanced technologies in the field of registration of inspection results;

forms a single electronic database of technical inspection;

promotes the use of a simplified and effective mechanism for monitoring vehicles for technical inspection without the need to stop them in the process of traffic, which also ensures the automation of the final result.
