New Limits Established for Microloans and Consumer Loans for Citizens

Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Justice of Uzbekistan has amended the Regulation on Macroprudential Normative Requirements for Banks and Maximum Loan Payments (Microloans), registered in the state registry under number 3618-1 on 18 December 2025.

Under the updated rules, banks are required to consider the borrower’s debt-to-income ratio when issuing consumer loans and microloans.

Starting from 1 March 2026, if the borrower’s average monthly income can be determined, the total loan amount must not exceed eight times the income; if the income cannot be determined, it must not exceed five times the income.

For example, for an average income of 5 million soums, the total loan amount cannot exceed 40 million soums.

The new regulations do not apply to loans for individual entrepreneurs or educational loans.

The changes are aimed at increasing citizens’ financial stability and reducing credit risks for banks.
