New Legislative Amendments to Take Effect on 1 October
Tashkent, Uzbekistan (UzDaily.com) — The legal portal Norma.uz has published an overview of the most significant amendments coming into force in Uzbekistan from 1 October 2025.
Judicial Training
Candidates for judicial posts will undergo six-month retraining courses at the Academy under state grants. Attendees will retain their current positions and receive a stipend equal to the monthly salary fund of a judge’s assistant.
“Regulatory Sandbox” for Investments
Until October 2026, investors will be permitted to operate under a special legal regime when placing securities, financing venture and mutual funds, and contributing to limited partnerships.
Subsoil Development and Land Leasing
Entrepreneurs engaged in open-pit mining will be able to pay for subsoil use permits in installments.
Owners of buildings and facilities will be allowed to lease adjacent land plots without auction for one year, with an option for extension.
Digitalization of Public Services
Reports on civil servants’ business trips will be maintained via the “Xizmat safari” module of the hrm.argos.uz system.
Pension services of Halk Bank JSC will transition to biometric identification (Face-ID) and digital signatures. Additionally, a support service will be launched to assist citizens in pension applications.
Public Procurement and Customs
Only certified domestic furniture will be listed on electronic public procurement platforms.
All certificates and permits for foreign trade operations will be processed exclusively through the “Single Window” system.
Social and Tax Relief
The excise tax on imports of additive-free white sugar is being abolished.
Subsidies, grants, and loans from the State Targeted Poverty Reduction Fund will be issued via social cards.
Environmental Requirements
Production processes falling under environmental impact categories I and II must obtain a “Green Certificate.” For those signing environmental certification contracts before July 2026, services will be provided free of charge.
