New law on PPP aims to improve the quality of public services and infrastructure

Tashkent, Uzbekistan (UzDaily.com) - An event was held to discuss the law of the Republic of Uzbekistan “On public-private partnership”, signed on 10 May by President Shavkat Mirziyoyev.

The purpose of the event was to tell entrepreneurs about the essence and significance of the Law. The businesses were also provided with detailed information on PPP projects that will be implemented this year as part of the implementation of the presidential decree "On measures to further improve the mechanisms for attracting foreign direct investment in the economy of the republic" of April 29, 2019.

It was noted that the existence of such a law is very important for our society and economy, since it is aimed at improving the quality of public services and infrastructure. It is necessary to develop the outgoing regulations to create a unified system in this area. Adoption of the law laid the legal basis for PPP, which in turn will certainly increase the activity of investors in the country, as well as attract financial and other resources from the private sector. Its specificity lies in the fact that it is a document of direct action, which reduces the need to study other legal acts on the part of those who want to invest in PPP projects.

The law is aimed at supporting investors, in particular, it has separate articles on the protection of private partners and creditors, on the rights and obligations of the parties, the application of a one-stage tender for small projects.

The meeting participants were informed that the April government decree in 2019 envisages the development of 15 PPP projects in cooperation with relevant ministries and departments. Among them are the construction of a solar photovoltaic station worth US$100 million in Navoi region, the creation of hemodialysis centers for US$27 million, the construction and modernization of combined-cycle power plants for US$500 million in the Tashkent region. These initiatives are carried out by interested foreign or local investors.
