Tashkent, Uzbekistan (UzDaily.com) - On 19 May 2020, at a regular plenary meeting of the Legislative Chamber of the Oliy Majlis, the draft law “On Hunting and Hunting” was considered article by article in the second reading.
Earlier, on 21 November 2019, the document in the second reading was considered before the 26th article during the plenary session of the lower house of parliament. However, for its refinement and improvement, during the discussion, it was decided to return the project to the responsible committee.
It was noted that the issues raised earlier by deputies were studied, appropriate changes were made. The basic concepts in the bill are omitted because they are included in the articles. Also, some articles in the bill are combined due to the fact that accounting for the number of wild animals and their capture is given in one article.
Another norm on mandatory membership in the sports association of hunters and fishers, which was removed from the bill, was noted by deputies as an important aspect of the document. This issue caused a heated discussion and objection among representatives of the people in previous discussions of the plenary. The bill has also been amended to address the problem of fisheries in natural public water bodies.
It was noted that the number of wild animals and their capture, as well as the ordering of their species were clarified, and norms were introduced to combat the spread of infectious diseases among wild animals. The deadlines for submitting applications for quotas for capture of wild animals are determined and by whom they will be issued.
Taking into account international experience, the document noted that when harvesting wild animals with rings, microchips, tags, and stamps, they must provide information to the authorized person of the hunting economy or to the territorial body of the State Committee for Ecology and Environmental Protection for their further transfer to the Academy of Sciences.
The adoption of the draft law will contribute to the creation of favorable conditions for the protection of the environment through the rational use of hunting species, the improvement of state control mechanisms for keeping records, breeding and production standards for wild animals, the development of hunting tourism, and the improvement of the state of hunting farms.
