NCHR: the situation with coronavirus is not a reason for non-compliance with the rights of patients

Tashkent, Uzbekistan (UzDaily.com) - The National Center for Human Rights of the Republic of Uzbekistan recalls that the situation associated with coronavirus does not abolish the observance of the rights of every person under the law on the non-dissemination of personal data when applying for medical care.

Unfortunately, at present there are cases of dissemination in social networks of information about personal data related to infection with a coronavirus infection.

The center reminded that the Law of the Republic of Uzbekistan “On the Protection of Citizens’ Health” in article 24 stipulates that “when applying for and receiving medical care, the patient has the right to keep information about the fact of applying for medical care, health status, diagnosis and other information confidential obtained during his examination and treatment. "

In this regard, the National Center for Human Rights draws attention to the appeal of the World Health Organization:

- use proven sources of information regarding the distribution situation and protective measures against COVID-19 infection;

- take care of each other and show solidarity, communicate with friends and relatives;

- remember the work of medical staff these days, which are daily on the first line of the fight against a pandemic;

- “do not label”, calling infected, for example, “victims of the coronavirus”;

- show humanity: coronavirus is not a disease inherent in any nationality or race; the sick did nothing wrong with you - they deserve only support and sympathy.

The Government of Uzbekistan has taken the necessary preventive measures to curb the spread of coronavirus infection in the country. On March 15, 2020, the Special Republican Commission to Prevent the Spread of Coronavirus Virus, headed by the Prime Minister of Uzbekistan A. Aripov, identified specific measures, including the organization of effective health education among the population, with the involvement of the media to explain the causes and conditions that contribute to the spread of coronavirus, as well as methods for its prevention.

Comprehensive measures are being taken in accordance with legislation to ensure the rights to life, health, and information. Concrete tasks are being implemented to mitigate the impact of the fight against the virus on economic and social rights. In particular, a unified hotline was created, which began work on March 16 at 1003. The telephone number of the Agency for Sanitary and Epidemiological Welfare is 71–276–49–66.

The COVID-19 virus is a test of our society for strength, we all learn and adapt in response to the spread of the virus.

The World Health Organization on March 11, 2020 declared the outbreak of the new coronavirus COVID-19 a pandemic. As of March 18, 2020, more than 183 thousand people in 162 countries were infected, the majority recovered, more than 7 thousand people died.

UN Secretary General António Guterres called for the fight against coronavirus and emphasized that "the pandemic has shown that there is a strong and inextricable link between all members of our human family." Preventing the further distribution of COVID-19 is our shared responsibility.

Director General of the World Health Organization Tedros Adhan Ghebreyesus at a press briefing on COVID-19 on 16 March noted that “the coming days, weeks and months will be a test of our determination, our trust in science and our solidarity ... This amazing spirit of human solidarity should spread wider than the virus. Although we may need to stay physically separated for some time, we can unite as never before.”
