National Chamber issues recommendations for the protection of doctors

Tashkent, Uzbekistan (UzDaily.com) - Uzbekistan’s healthcare experts now have “Practical Recommendations for Protecting Doctors”. They were released in February 2020 by the National Chamber of Innovative Health of the country. This was reported by the press service of the National Chamber of Innovative Health of the Republic of Uzbekistan.

“Until recently, if the issue of rights and responsibility was considered in the healthcare sector, the main attention was paid to the rights of patients. However, today it is doctors who are increasingly in need of laws and mechanisms that should regulate, and if necessary, effectively protect their rights and dignity equally with patients,” said Rovshan Izamov, chairman of the National Chamber of Innovative Health of the Republic of Uzbekistan.

The fact that our doctors need specific defense mechanisms eloquently prove the events of recent years. To complaints about the actions of medical workers were added cases of insulting doctors, and even causing them bodily harm.

Understanding the relevance of this problem, as a result of studying international experience in this direction, the National Chamber, in particular, analyzed a document such as the Workshop on the Protection of the Rights of Doctors, created in 2018 by colleagues - specialists of the National Medical Chamber of the Russian Federation, acting under the leadership of an outstanding pediatrician and surgeon Leonid Roshal.

To develop “Practical Recommendations for the Protection of Physicians”, the National Chamber of Innovative Health of the Republic of Uzbekistan created a working group that analyzed the provisions of the Workshop of Russian colleagues, the existing regulatory framework of Uzbekistan, which can be practically used in this direction. In particular, the developed “Practical Recommendations” used the provisions of the Code of the Republic of Uzbekistan on administrative responsibility, the Criminal Code of the country, the Plenum of the Supreme Court of the Republic of Uzbekistan dated June 19, 1992 No. 5 “On the practice of application by the courts of legislation on the protection of honor, dignity and business reputation of citizens and organizations” and other documents.

As a result, the doctors of Uzbekistan received a document that describes the most characteristic problem situations in which doctors need protection, the legal regulation that exists in Uzbekistan for this protection and an algorithm for solving each of the problems indicated - that is, what needs to be done step.

Among the considered problem situations, for example, insulting a medical worker and causing bodily harm, a ban on video and audio shooting of a medical worker, the fight against the dissemination of untrue information about medical workers and their insults on the Internet and others.
