MPs Support Expansion of Public Services and Simplification of Business Licensing

Tashkent, Uzbekistan (UzDaily.com) — At a session of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, deputies considered at first reading a draft law aimed at further improving the system of public service delivery.

The document provides for the expansion of mechanisms for delivering public services, strengthening measures to prevent conflicts of interest in the activities of state bodies and organizations, as well as the introduction of a legal provision allowing a child to be given the father’s first name as a surname — a practice that previously lacked a clear legislative basis.

The draft law also proposes optimizing the operations of the “Uzarchive” agency and defining the legal foundations for the functioning of a unified automated archival information system.

Special attention is given to simplifying procedures for obtaining licenses and permits, as well as introducing a special “Business Without a License” regime that предусматривает a transitional and adaptation period of up to three months.

It was noted that implementation of the proposed provisions will reduce excessive administrative procedures when starting a business, streamline the legal status and activities of archival organizations, and improve the system for storing archival documents, including in electronic form.

During the discussion, deputies expressed their views on specific provisions of the draft law, addressed questions to its initiators, and put forward proposals aimed at further refining the document. Following an extensive debate, the draft law was adopted by deputies at first reading.
