Tashkent, Uzbekistan (UzDaily.com) -- On 24 June 2020, a round table was organized in the Oliy Majlis by the Committees for International Affairs and Inter-Parliamentary Relations, Labor and Social Affairs in cooperation with the Institute of Legislation and Parliamentary Studies under the Oliy Majlis in the form of a video conference on the topic “Issues of the implementation of international norms in the field of the rights of persons with disabilities in national legislation”.
At the event, the draft law "On the Rights of Persons with Disabilities", the compliance of its norms with the rules established by existing international agreements in this area were examined. The round table was attended by representatives of the Society of Disabled People of Uzbekistan, who made their proposals.
The Convention on the Rights of Persons with Disabilities, adopted by the United Nations General Assembly on 13 December 2006, entered into force on 3 May 2008. On February 27, 2009, Uzbekistan signed this international document, which will have legal force on a par with the laws of the country after ratification of the Convention by the Oliy Majlis. In order to create the appropriate legal framework, Decree of the Head of State No. 5270 “On measures to radically improve the system of state support for persons with disabilities” from 1 December 2017 defined the task of developing a draft law.
In the lower house of parliament at meetings, deputies discuss the draft law "On the rights of persons with disabilities." It, fundamentally different from the Law on Social Protection of Persons with Disabilities in the Republic of Uzbekistan, in accordance with the provisions of the Convention on the Rights of Persons with Disabilities, is aimed at ensuring the rights of persons with disabilities, preventing their discrimination and creating equal opportunities for both full members of society.
It was noted that the draft law “On the Rights of Persons with Disabilities” was developed in the context of active preparations for the ratification of the UN Convention, which implements the norms that comply with the rules of this international document.
During the preparation of the bill, foreign experience was studied, the proposals of international organizations on the regulation of the rights of persons with disabilities were taken into account.
The proposals developed as a result of the event were submitted to the Committee on Labor and Social Issues, responsible for the draft law "On the Rights of Persons with Disabilities".
