MPs consider several draft laws

MPs discussed draft laws “On introduction of changes and amendments to some legislative acts of Uzbekistan in connection with further improving activities of judicial system” and “On approval of regulation on qualification of the board of judges” (new edition).

The draft law reforms judicial-legal system and improves works of the courts in Uzbekistan. It also strengthens legal and social guarantees for independent court process and protection workers of the courts.

During the discussion of the draft law “On approval of regulation on qualification of the board of judges” (new edition), MPs said that the document includes measures on improving selection of the judges to courts, further improving independence of the courts and organizational activities of the qualification board of judges.

The Legislative Chamber considered draft laws “On adoption of the Budget Code of the Republic of Uzbekistan”, “On introduction of amendments and changes, as well as abolishment of some legislative acts of Uzbekistan in connection with the adoption of the Budget Code of the Republic of Uzbekistan”.

During the discussion, it was that the budget process is considered by several legal acts and it leads to different interpretations of certain norms and create difficulties in their implementation. It was said that some 50 legislative acts regulate state budget process, including the laws “On budget system” and “On treasury execution of the state budget”, etc.

It was said that the Budget Code of Uzbekistan will create single legal framework for budget process in Uzbekistan. The document includes latest trends in financial system, budget classification, etc.

The document was developed based on experience of foreign countries, including in Germany and France, as well as local experience.

MPs underlined that the Budget Code should become effective mechanism on management of the public finances. It was said that it will raise responsibility at all level of the state bodies, increase transparency and efficiency of the public finances.

Discussing draft law “On introduction of amendments and changes, as well as abolishment of some legislative acts of Uzbekistan in connection with the adoption of the Budget Code of the Republic of Uzbekistan”, it was said that the document will bring current legislation in line with terms of the Budget Code of Uzbekistan. The law will abolish laws “On budget system” and “On treasury execution of the state budget”.

MPs approved both laws in the first reading. They also discussed a draft law “On introduction of changes and amendments to some legislative acts of Uzbekistan in connection with creation of the state body on privatization, demonopolization and development of competition”.

The document is adopted due to creation of the State Committee on privatization, demonopolization and development of competition in Uzbekistan.

MPs said that tasks and functions of the abolished the State Committee on privatization and the State Committee on Demonpolization are transferred to the State Committee on privatization, demonopolization and development of competition. It also sets norm, which provides right to new committee not to pay court fees on cases, related to the activities of the committee.

Legislative Chamber adopted corresponding decisions on all considered issues.
