MPs Approve Amendments to the Code of Administrative Liability
Tashkent, Uzbekistan (UzDaily.com) — At a session of the Legislative Chamber of the Oliy Majlis, a draft law “On Amendments and Additions to the Code of Administrative Liability of the Republic of Uzbekistan,” prepared by a group of deputies under their legislative initiative rights, was conceptually reviewed in the first reading.
The document proposes a series of changes to the current Code aimed at strengthening the protection of citizens’ rights and increasing the effectiveness of administrative practices.
In particular, the draft law establishes liability for failing to inform the buyer about changes in the odometer readings or its replacement prior to the sale of a vehicle.
It also provides for the participation of a teacher or psychologist in cases of administrative offenses involving minors, with the responsibility to ensure such participation assigned to authorized bodies and officials.
The draft clarifies the rights of participants in administrative proceedings, including the individual held liable, the victim, the lawyer, and the legal representative. It specifies the possibility to refuse the participation of a particular judge or official and outlines circumstances that would prevent their involvement in the case.
Additionally, the draft introduces new rules for submitting a petition to reduce the period of deprivation of special rights. For penalties up to one and a half years, the petition can be filed after half of the term has passed; for penalties from one and a half to three years, it can be submitted after two-thirds of the term. The law also defines a category of persons who are not entitled to submit such petitions.
The draft law is aimed at strengthening consumer rights guarantees, providing comprehensive protection for minors and psychological support during proceedings, and enhancing citizens’ trust in fair justice.
Following the session, the deputies approved the draft law.
