More Than 165,000 Drivers in Uzbekistan Received Penalty Points in 2025
Tashkent, Uzbekistan (UzDaily.com) — In Uzbekistan, penalty points were imposed on 165,210 drivers during the first seven months of 2025, according to Zoyir Yuldashev, spokesperson for the Road Safety Service of the Ministry of Internal Affairs.
According to him, three drivers have already accumulated between 7.5 and 8 points, two drivers between 6.5 and 7 points, and twelve drivers between 5.5 and 6 points. “We contacted them to find out whether they were aware that they had accumulated eight points and that upon reaching 12 points a driver’s license may be suspended for six months. One citizen replied: ‘Yes, I’m aware, that’s why I parked my car in the garage and stopped driving,’” Yuldashev said.
He noted that starting from 1 April 2026, penalty points will also be assigned for violations recorded by photo and video monitoring systems. At present, points are applied only when protocols are drawn up by Road Safety Service officers. The points will be assigned to a specific driver: if the vehicle was driven not by its owner but by another person under a power of attorney, an OSAGO insurance policy, or a waybill, the points will be credited to that driver.
The penalty points system was introduced in June 2025 under a law signed by President Shavkat Mirziyoyev in February of the same year. Up to two points may be assigned for a single violation, and the points remain valid for one year. If the total exceeds 12 points, a driver may be deprived of driving rights for up to six months. Points are imposed for fourteen types of violations, ranging from 0.5 points for minor infractions such as faulty brakes or steering, violations of tinting requirements, or speeding by less than 20 km/h, to two points for more serious offenses, including driving into oncoming traffic or exceeding the speed limit by 60 km/h.
Drivers will be able to track accumulated points through the E-jarimaball module or a dedicated mobile application. Once eight points are reached, the system will automatically send a warning SMS.
