Mirziyoyev Reviews Plans for Digitalization and Strengthening Anti-Corruption Measures in Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) — On 10 December, President of Uzbekistan Shavkat Mirziyoyev reviewed a presentation on ongoing work and future plans to combat corruption, enhance compliance control, and implement digital technologies in the public administration system.
The report noted that since the beginning of reforms, preventive measures have been actively implemented to prevent corruption, increase transparency, and strengthen public oversight.
Internal control units of government bodies conducted over 11,000 inspections, identifying financial violations amounting to nearly 2 trillion soums and preventing the misuse of 793 billion soums.
Established KPIs for compliance units enabled more than 700 audits, revealing violations worth 354 billion soums and preventing the misappropriation of approximately 550 billion soums.
A total of 1,397 cases of conflict of interest were recorded, 26 criminal cases were initiated, 24 officials were held administratively accountable, and 148 officials faced disciplinary measures.
Special attention was given to digitalizing processes and introducing artificial intelligence. Plans include establishing a Risk Analysis Center to automatically detect corruption threats and affiliated interests in public procurement.
Full digitalization of compliance units is also planned to enhance the prompt identification of risk factors.
The President supported the creation of an anti-corruption cluster, combining the efforts of the Anti-Corruption Agency, law enforcement, the Accounts Chamber, inspections, educational and scientific institutions, and NGOs.
The cluster will ensure information exchange, joint initiatives, monitoring, and performance evaluation.
Active public engagement is a key focus: expanding initiative groups for monitoring project implementation, involving mahalla activists in overseeing construction works, and introducing mechanisms to reward whistleblowers through security warrants and the establishment of a badge “For Contribution to the Fight Against Corruption.”
Additionally, measures were discussed to eliminate abuses in VAT administration and combat economic offenses.
The President instructed to accelerate VAT accounting automation, expand digitalization and remote monitoring, improve legislation, and enhance citizens’ financial and legal literacy through media resources.
