Tashkent, Uzbekistan (UzDaily.com) — President Shavkat Mirziyoyev reviewed the operations of the “Marokand Sifat” cluster in the Narpay district of the Samarkand region, which operates on a zero-waste production model.
The cluster has established a full value chain, from cotton cultivation to deep processing and the production of finished goods. Projects worth a total of US$25 million have been implemented, covering seed production, raw material processing, oil extraction, fiber and yarn preparation, and garment manufacturing.
This integrated approach, combining agriculture and industry, enables the creation of high added value. The enterprise has reached an annual capacity of 5,500 tons of yarn and up to 1 million knitted products, generating export potential of around US$10 million and strengthening its position in both domestic and international markets.
Employment generation remains a key focus. The cluster provides around 1,000 permanent jobs, with up to 3,000 additional seasonal workers engaged during peak periods.
A central component of the cluster is the production of yarn from recycled textile waste. Its structure includes a biolaboratory and sewing workshops, where particular emphasis is placed on reuse and recycling. Fabric waste is not discarded but processed using modern high-speed equipment and returned to the production cycle as yarn.
Annual output in this segment reaches up to 5,000 tons of fiber, improving resource efficiency and aligning with environmental standards. The project, valued at US$7 million, is implemented on a 3.3-hectare site and provides permanent employment for 500 people.
Energy efficiency is further enhanced through the use of renewable sources. Solar panels installed at the facility reduce energy costs and support the adoption of green economy principles.
During the visit, the president inspected production processes and spoke with workers in the sewing workshop, emphasizing the importance of job creation and improved working conditions. He noted that such projects are part of broader national reforms aimed at expanding employment and creating new opportunities in the regions.
The president was also briefed on measures to improve water resource management in the Narpay district, including the transfer of eight pumping stations to the private sector under public-private partnership arrangements. Investments totaling 12.3 billion soums enabled the modernization of 21 pumping units, reducing annual electricity consumption from 68.1 million to 34.1 million kilowatt-hours.
Modern scientific approaches are being introduced in the water management system of the Samarkand region, including the appointment of a scientific advisor to the regional administration to strengthen links between research and practice.
In addition, a dual education system is being developed, with 72 students undertaking six-month continuous internships in fields such as water management, agricultural mechanization, hydrotechnics, hydropower, cadastre, and ecology.
Following the visit, Mirziyoyev instructed officials to ensure the consistent and systematic continuation of these reforms.
