Mirziyoyev Reviews Digitalization and Reforms in Uzbekistan’s Healthcare System

Tashkent, Uzbekistan (UzDaily.com) — On 10 November, the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, visited Tashkent State Medical University to review the results of digitalization in the healthcare system, improvements in medical service quality, and the development of medical education.

In recent years, 230 trillion soums have been invested in the healthcare sector. Within these investments, 187 new polyclinics and hospitals have been commissioned in the regions, and 1,244 more facilities have been reconstructed and equipped with modern medical equipment.

The capacity of primary healthcare has increased by 60 percent, significantly bringing medical services closer to the population. More than 400 high-tech diagnostic and therapeutic services, previously available only in the capital, are now accessible in the regions.

Complex surgeries have been introduced in regional centers, while minimally invasive procedures are now performed at the district level. For the first time, kidney transplants are being conducted in 45 districts across the country. These achievements have been highly praised by international organizations and are tangible for millions of citizens.

Modernization of medical education continues. Tashkent State Medical University has been established on the basis of three universities, the Urgench Medical Institute has commenced operations, and eight medical universities have received international accreditation, expanding opportunities for training qualified personnel with modern knowledge and skills.

Tashkent State Medical University currently enrolls 29,864 students, with educational processes aligned to modern standards, and digitalization efforts continue actively.

The President was shown the operation of digital technologies in healthcare. Medical institutions nationwide are equipped with advanced solutions, and a unified digital infrastructure has been created.

In 2024–2025, more than 3,000 medical organizations were connected to local networks, and technical infrastructure was upgraded.

Special attention has been given to the unified electronic medical information system DMED, which contains health data on more than 36 million citizens. Electronic management has been implemented in emergency medical services, reducing response times from 25–30 minutes to 10–15 minutes.

An “Online Doctor” service for remote consultations will soon be launched.

The “Electronic Prescription” system has also become operational, reducing unnecessary prescriptions by 40 percent and making medication circulation more transparent. All medical data is protected using biometric mechanisms.

“We are creating modern medical facilities, introducing artificial intelligence, and bringing in the most advanced equipment. But the most important thing is that these changes reach the very lowest level. It is necessary to improve the qualifications of every medical worker and provide them with modern knowledge and skills. Only then will we achieve results,” emphasized the President.

During the visit, the head of state inspected the Digital Healthcare Center, which monitors the operation of all medical facilities in real time and analyzes indicators related to chronic diseases and public health.

The President also visited training laboratories equipped with artificial intelligence, where students practice skills in simulation rooms covering resuscitation, family medicine, emergency care, pediatrics, obstetrics, and therapy. Existing facilities and plans for further development were presented.

In conclusion, the President set tasks to further bring healthcare closer to the population, improve the quality of medical services, and expand the use of advanced technologies.
