Mirziyoyev Launches Program for Complete Bureaucracy Elimination by 2030
Tashkent, Uzbekistan (UzDaily.com) — On 28 November, President of Uzbekistan Shavkat Mirziyoyev participated in the opening ceremony of an international forum on eliminating bureaucracy, held at the International Congress Center in Tashkent.
The event brought together representatives from the governments of Uzbekistan and the United Arab Emirates, delegates from foreign countries and international organizations, experts in public administration, and civil society representatives.
In his speech, the President expressed gratitude to UAE Minister of Cabinet Affairs Muhammad al-Gergawi for organizing the forum and congratulated the people and leadership of the Emirates on the upcoming National Day.
Shavkat Mirziyoyev emphasized that the construction of the New Uzbekistan is based on the principle that government bodies should serve the people, not the other way around. He highlighted ongoing efforts to reduce bureaucracy, simplify administrative procedures, and digitize public services.
Over recent years, numerous decrees and resolutions have been adopted to cut bureaucratic barriers. Service centers and a unified e-government portal have been established, and the “Digital Government” system has been implemented. Public services have become faster, more accessible, and transparent. In 2017, 444 services were provided; today, the number has grown to 1,040. The total services delivered have increased almost tenfold, exceeding 55 million, with over 90 services now proactive or composite.
The President cited successful reforms: services related to childbirth ease procedures for nearly one million families annually; social benefits and pensions are automatically assigned; 30 services are available in real time. In the current year, almost 8 million services were provided without citizens applying. Electronic document management saves the population 23 billion soums annually.
Significant changes have also affected business conditions. Over 160 licenses and permits were canceled, more than 150 documents are issued electronically, and the requirement for over 140 certificates was eliminated. Services are now provided extraterritorially, and the “Start a Business in 15 Minutes” approach is being implemented.
The President announced a new program to further reduce bureaucracy, covering interactions between the state, citizens, and businesses, as well as optimizing government operations. The goal is to establish a “zero bureaucracy” system by 2030.
Key objectives include increasing the number of public services to 1,500, raising the share of digital services to 95%, digitizing 250 additional services next year, including vehicle registration and VAT refunds, and launching a “Paperless Government” system to digitize 25 million documents (5 million in 2026). The number of proactive and composite services will rise to 400, with 180 new services introduced next year.
A complete inventory of all services will be conducted, eliminating duplicate and redundant requirements. More than 300 procedures in licensing, utility connections, and construction will be simplified. Utility connections will be arranged through a single application. Service timelines for 100 types will be reduced by 50%, and the requirement for over 110 documents will be canceled.
The government portal, Licensing system, “Single Window” customs platform, and call centers will transition to AI technology. Ministry and agency performance will be assessed annually via a digital platform, and the best employees will receive rewards.
A special Program Office will coordinate implementation. Citizens and businesses will be able to submit proposals and evaluate government performance directly. A prize fund of US$3 million will reward individuals, entrepreneurs, and public servants who suggest effective measures to reduce bureaucracy.
“We must create a system where the state itself comes to the citizen and solves their problems. This should be a modern, human-centered model of governance in the New Uzbekistan,” the President emphasized.
The program was officially launched with a symbolic button press, and the President concluded the ceremony by engaging with the public, noting that the principle “For the Honor and Dignity of the Person” underpins all reforms and services in the country.
