Mirziyoyev Congratulates the People of Uzbekistan on Constitution Day
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has congratulated the country’s citizens on Constitution Day, emphasizing the key role of the Fundamental Law in strengthening rights and freedoms, stability, and democratic reforms.
In his address published on 7 December, the head of state stressed that the norms of the Constitution serve as the foundation for building the “New Uzbekistan,” while the principle of popular sovereignty is reflected in the expanded powers of parliament, the reform of local Kengashes, and the strengthening of the mahalla institution.
Mirziyoyev noted that this year the parliament adopted laws aimed at strengthening the judicial system, protecting citizens’ rights, and supporting youth, women, and socially vulnerable groups. According to him, local Kengashes considered more than 25,000 issues and submitted around 14,000 parliamentary inquiries.
Starting from 1 January 2026, the functions of hokims and chairpersons of Kengashes in districts and cities will be separated to enhance representative democracy.
The president underlined that protecting human honor and dignity remains a national priority. He cited several socio-economic achievements: per capita income reached US$3,500, preschool enrollment stands at 78%, and higher education enrollment at 42%.
Average life expectancy has increased to 75.1 years, and more than one million people have been lifted out of poverty, according to official data. The poverty rate has fallen to 6.6%.
Uzbekistan has also improved its positions in international rankings. In 2025, the country rose by 19 positions in the SDG Index and became one of the regional leaders in the pace of progress.
In the Global Innovation Index, the republic ranked among the strongest performers in Central and South Asia. Rating agencies S&P, Fitch and Moody’s upgraded Uzbekistan’s sovereign rating.
Mirziyoyev also highlighted the UNESCO General Conference held in Samarkand — for the first time in 40 years the forum took place outside Paris.
Concluding his address, the president called for strengthening legal culture, respecting the Constitution, and making a personal contribution to the development of the country.
The President of Uzbekistan wished citizens health and prosperity and expressed his gratitude to the “courageous and noble people — the creators of the Constitution and the driving force behind all achievements.”
