Mirziyoyev Approves Uzbekistan’s Accession to the Vienna Convention on Civil Liability for Nuclear Damage
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a law approving the country’s accession to the Vienna Convention on Civil Liability for Nuclear Damage, adopted on 21 May 1963.
The document codifies key international legal norms governing liability for damage caused by incidents at civilian nuclear facilities. The Convention establishes principles and mechanisms for compensation, including the right of victims to receive restitution in the event of a nuclear accident. It places primary responsibility for damages on the operator of the nuclear installation and sets minimum requirements for financial guarantees to ensure compensation payments.
Authorities emphasized that Uzbekistan’s participation in the Convention will allow the country to utilize internationally recognized legal mechanisms, strengthen confidence in its national nuclear safety system, and enhance preparedness for responding to potential emergencies.
Accession also creates opportunities to expand cooperation with the International Atomic Energy Agency, supports the development of new peaceful nuclear energy projects, and paves the way for establishing an effective system for risk insurance and compensation payments—considered a key condition for the safe development of Uzbekistan’s nuclear sector.
