Mirziyoyev Approves Law on New State Social Insurance System

Tashkent, Uzbekistan (UzDaily.com) — President Shavkat Mirziyoyev has signed the Law “On State Social Insurance,” introducing an updated system of mandatory and voluntary social insurance.
The law specifies the types of insured events, including temporary incapacity due to illness, pregnancy and childbirth, as well as loss of employment or income.

In such cases, insured individuals and/or their family members are entitled to receive:
•  Temporary disability benefits;
•  Maternity benefits;
•  Severance payments.

Insurance contributions are payments made by insured individuals to the social insurance fund. Eligibility for benefits depends on the payment of these contributions, with the amount and duration of payments determined by regulatory acts.

Funds for disbursement are sourced from portions of the social tax, insurance contributions, the state budget, income from placing temporarily free fund resources in deposits, and other sources not prohibited by law.

The law clarifies which categories of citizens are required or eligible to participate in state social insurance. Mandatory contributions are determined under the State Budget Law through a portion of the personal income tax. Voluntary participants’ contributions are calculated based on a minimum payment established by legislation.
The law comes into effect on 1 January 2026.
