Tashkent, Uzbekistan (UzDaily.com) — In Uzbekistan, apartment owners remain the sole decision-makers regarding the level of service tariffs for multi-apartment buildings and the choice of management company, the Ministry of Construction and Housing and Communal Services emphasized while responding to citizens’ complaints about service costs.

The entire system of managing multi-apartment buildings is now conducted through the digital platform Mening uyim, which ensures transparency and control over the work of management companies. The national average service tariff stands at 1,221 soums per square meter, although it varies significantly across regions.

In Tashkent, the rate is higher at 1,823 soums per square meter, while in the Republic of Karakalpakstan and other regions it averages 932 soums per square meter. In practical terms, this means a monthly payment of about 120,300 soums for a 66-square-meter apartment in the capital, and approximately 54,988 soums for a 59-square-meter apartment in the regions.

The Mening uyim platform also allows residents to monitor the performance of management companies. If a company fails to record completed work on time, the calculation of mandatory contributions is automatically suspended until the following month, providing an additional mechanism to protect residents’ interests.

It is noteworthy that a new procedure for interaction between apartment owners and management companies will come into force on 1 July 2026. According to the corresponding presidential decree, electricity payments will not be possible for apartments whose owners have outstanding mandatory maintenance contributions, creating an incentive for timely payments and increasing accountability for both residents and management companies.
