Tashkent, Uzbekistan (UzDaily.com) -- The resolution of the head of state “On measures to simplify state regulation of entrepreneurial activity and self-employment” is significant in that it is aimed at broad involvement of the population in entrepreneurial activity and the creation of additional conditions for the implementation of legal labor activity.
The document also defines other important aspects that create additional opportunities and conditions for citizens. Members of parliament shared their views on the essence and significance of the decision with our correspondent.
Tokhirjon AHMADALIEV, deputy of the Legislative Chamber of the Oliy Majlis, member of the UzLiDeP faction:
- To facilitate the implementation of entrepreneurial activities, the Business Navigator information system will be introduced, which will allow using many services in real time.
In other words, this is an online guide for entrepreneurs, and for the business environment a kind of map with which you can choose a competitive type of entrepreneurial activity in the relevant region, create a draft business plan and a package of documents necessary for obtaining a loan.
“Business Navigator” will become an assistant for beginners in entrepreneurship or those who have encountered certain difficulties. Also, business people will no longer have to spend their time waiting in line at an official for advice or assistance.
The document provides a number of services and opportunities for self-employed persons, which will not only simplify their efforts to start their own business, but also support the implementation of legal work.
Zumrad BEKATOVA, deputy of the Legislative Chamber of the Oliy Majlis, member of the faction of the Milli Tiklanish Democratic Party:
- The decision is aimed at expanding opportunities for people starting a business, improving the well-being of families, and ensuring the self-employment of citizens who own crafts and have professional education. In particular, the document creates the legal basis for entrepreneurship, expands the list of types of activities (works, services) that self-employed persons who are also exempt from income tax can engage in.
In addition, registration of self-employed persons is carried out in a notification manner through a special mobile application or personal account of the taxpayer with the issuance of a matrix bar code (QR code). The application provides the opportunity to take orders and pay for the services (goods) rendered, advertise the work and services of self-employed people, study the opinions of consumers on the reviews left.
The tasks defined in the resolution correspond to the party’s program to ensure the well-being of the people and increase their incomes, which means that faction members and party activists will increase their activity and responsibility in studying the implementation of the measures noted in the document. Since, we believe that every family, every citizen has the right to use the services and opportunities created to show their abilities and implement business projects.
Abdugani UMIROV, deputy of the Legislative Chamber of the Oliy Majlis, member of the SDPU Adolat faction:
- A distinctive feature of the document is that in accordance with it there is a requirement on the basis of which self-employed persons are not entitled to attract employees, as well as have an employer. Thus, control between the employer and the consumer is maintained, and the interests of employees are protected.
Also, the distribution in accordance with the document of distribution to employees of individual entrepreneurs of the taxation procedure established for persons engaged in hired labor will serve to ensure the social protection of workers.
In general, the document creates an opportunity to ensure the protection of those segments of the population who, in a pandemic, were left without wages, constant income, as well as for their legal work. In turn, we, representatives of the people, together with deputies of local Kengashes, traveling to the regions, will study the implementation of this resolution, issues that concern the population and entrepreneurs, we will direct our activities to improving the legal framework for solving existing problems.
Oybarchin ABDULLAEVA, deputy of the Legislative Chamber of the Oliy Majlis, member of the PDPU faction:
- The document is important in that it introduces new methods to ensure population freezing. This issue cannot be resolved by building several factories and enterprises; it requires a careful approach by introducing innovative and interactive methods.
The decree defines tax incentives for family businesses. Now, when carrying out activities intended for self-employed persons with at least three people, they can pay sales tax at a rate reduced by 50 percent of the established one. This means that most of the income of family enterprises remains with them, due to which it will be possible to expand activities. That is, the interest of citizens in engaging in family business will increase.
For a person to be confident in the future, he must be provided with a steady income, work. And what is needed for happiness? Calmness, faith in tomorrow, funds for your daily needs and your family. Self-employment plays a big role in this, strengthens hope. When we meet with local voters, we often hear citizens showing interest in setting up manufacturing enterprises, but they do not have enough skills. They need to be consulted, supported, familiarized with the available benefits for entrepreneurs. We, the deputies, should provide them with practical assistance in this, explaining the essence and significance of the adopted legal documents.
Mukhtorjon KOJIMATOV, deputy of the Legislative Chamber of the Oliy Majlis, member of the Ecological Party faction:
- In a pandemic, the number of unemployed, poor people has increased worldwide. One of the important tasks today is to provide them with the necessary support. The adopted resolution of the head of state is of great importance in this.
The document will strengthen the legal labor activity of citizens, and registration in accordance with it of self-employed people will create a legal basis for them. The resolution also established the procedure in accordance with which state re-registration of legal entities - business entities is not required when changing location (mailing address) in the absence of significant tax debt by notification.
In addition, the self-employed through the Internet are provided services for accepting payments from individuals and legal entities-non-residents from abroad in foreign currency for services rendered (work performed) to accounts in banks of Uzbekistan without entering relevant information into the Unified Electronic Information System of Foreign Trade Transactions.
Opportunities created by the document for entrepreneurs and self-employed people will help them not only legalize their activities, but also conduct business without going abroad.
