Meetings of Senate Committees of the Oliy Majlis takes place in the form of video conference

Tashkent, Uzbekistan (UzDaily.com) -- On 16 June 2020, meetings of the Senate Committees of the Oliy Majlis took place in the form of video conference. The meeting was attended by senators, senior officials of ministries and departments, experts and representatives of the media.

The Committee on Judicial Legal Issues and Anti-Corruption has previously discussed the Law of the Republic of Uzbekistan “On Amending and Adding to Some Legislative Acts of the Republic of Uzbekistan”.

It was noted that the Law envisages amendments and additions to the Criminal Code and the Code of Administrative Responsibility, as well as some laws of the Republic of Uzbekistan. Among them are laws such as “On Medicines and Pharmaceutical Activities”, “On Family Entrepreneurship”.

The law has been preliminarily studied by the Committee on Judicial Legal Issues and the Fight against Corruption, and has been discussed in detail with the participation of experts taking into account the interests of the regions. The adoption of the Law contributes to the solution of problems of concern to the population, reliable protection of the rights and freedoms of citizens and increase the responsibility of state bodies in this area.

Then, information was received by the Minister of Justice of the Republic of Uzbekistan on the work done in the Republic of Uzbekistan in 2019 in the field of legal propaganda and education. It was noted that the justice authorities approved the minimum legal literacy requirements for the performance of tasks in this direction, 5 legal portals were developed on the Internet that serve to increase legal literacy and culture of the population. Decisions of the government on the creation of the non-governmental organization Madad and its territorial offices in districts (cities) were adopted with the aim of improving the system of providing free legal assistance. At the same time, the Committee’s meeting highlighted the presence in the sphere of legal propaganda of shortcomings, problems waiting to be resolved, as well as existing opportunities that were not fully utilized. Senators on this issue expressed their views and suggestions.

At a meeting of the Senate Committee of the Oliy Majlis of the Republic of Uzbekistan on budget and economic reform, the Law of the Republic of Uzbekistan “On Amendments and Additions to the Law of the Republic of Uzbekistan “On the Rational Use of Energy ”was tentatively discussed.

It was noted that the tasks defined in the decree of the President of the Republic of Uzbekistan “On accelerated measures to increase the energy efficiency of economic and social sectors, the introduction of energy-saving technologies and the development of renewable energy sources” were the basis for improving the Law of the Republic of Uzbekistan “On the rational use of energy”.

The purpose of the Law is to ensure a more reasonable and efficient use in the economic and social spheres of electricity and thermal energy, fuel and other non-traditional energy resources generated in the energy sectors. The Law reflected the improved legal framework for the provision of services for the implementation of energy-efficient and modern energy-saving technologies.

The norms established in it will help optimize energy costs, systematically monitor consumption efficiency, reduce the amount of energy resources consumed and thereby increase budget revenues, as well as increase real incomes of the population.

At a meeting of the Senate Committee of the Oliy Majlis of the Republic of Uzbekistan on international relations, foreign economic relations, foreign investment and tourism, the Law of the Republic of Uzbekistan “On Accession of the Republic of Uzbekistan to the Protocol on the Prohibition of the Use of Asphyxiating, Poisonous or Other Similar Gases and Bacteriological Agents (Geneva, June 17, 1925). ”

It was emphasized that, in accordance with international law, the use of these types of weapons is not allowed and their use is considered a war crime entailing legal liability or a crime against humanity. Thus, accession in this Protocol is consistent with the obligations of the republic under international treaties. In particular, to date, 142 states have joined this document, including among the countries of the Commonwealth of Independent States - Armenia, Moldova, Russia, Tajikistan, Ukraine and Kyrgyzstan.

During the meeting, senators also tentatively discussed the Law of the Republic of Uzbekistan “On Ratification of the Protocol on Amendments to the Agreement between the Member States of the Shanghai Cooperation Organization on the holding of joint military exercises of June 27, 2007 (Bishkek, April 29, 2019).” It was noted that the approval of the law will be a logical continuation of interaction with this structure.

On the issues considered at the meeting, the relevant decisions of the committees were adopted.
