Tashkent, Uzbekistan (UzDaily.com) — On Monday, a two-day session of the Council of Heads of Governments of the Shanghai Cooperation Organization (SCO) began in Moscow, chaired by Russian Prime Minister Mikhail Mishustin.

Before the session, the Russian Prime Minister held bilateral meetings with his counterparts from Iran, Mongolia, and China.

The discussions focused on strengthening technological sovereignty, protecting critical infrastructure, and developing trade and economic cooperation.

Earlier, in September, a key topic at the SCO summit was the idea of establishing a development bank for the organization. In November, during a visit to China, the Russian government once again emphasized the need to create new reliable channels for financial settlements.

Chinese Premier Li Qiang confirmed Beijing’s readiness to deepen mutually beneficial cooperation with Moscow and promised to coordinate positions on bilateral issues.

Following the session, the heads of government of the SCO member states will sign a joint communiqué outlining the consolidated position of the organization’s members in support of an open, fair, and equitable multilateral trading system. The document will also include decisions on financial and organizational matters, including approval of the SCO budget for 2026.

The session will address current trends in the global economy as well as measures to further strengthen economic and humanitarian cooperation within the framework of the organization’s modernization.

Special attention will be given to implementing the SCO Development Strategy through 2035, expanding trade, economic, and cultural-humanitarian ties, and developing the digital economy, energy, green industries, artificial intelligence, science and innovation, education, tourism, healthcare, sports, and youth exchanges.
